At 2:00 a.m. 21 March 2012, the Low Pressure Area (LPA) was estimated based on satellite and surface data AT 160 km Northwest of Dumaguete City or 120 km Southeast of Cuyo Island (10.2°N, 122.0°E).
Southern Luzon, Visayas, Northern and Western Mindanao will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over Bicol Region and Visayas which may trigger flashfloods and landslides. The rest of the country will have mostly cloudy skies with scattered rainshowers and thunderstorms.
Moderate to strong winds blowing from the east to northeast will prevail over Luzon and coming from the southeast to northeast over the rest of the country. The coastal waters throughout the archipelago will be moderate to rough.
