In its 5:40 a.m. update on Sunday, the JMA said the typhoon, codenamed “Francisco,” had continued to move west-northwest at 15 kilometers per hour.

Northeast Monsoon affecting the northern and eastern sections of Luzon.
Metro Manila and the regions of Ilocos, Cordillera, Cagayan Valley and Central Luzon will experience parlty cloudy to cloudy skies with isolated light rains. The rest of Luzon, Visayas and Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.
Moderate to strong winds blowing from the Northeast will prevail over Luzon and its coastal waters will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast to northwest with slight to moderate seas.
